
The Airline Hostess Scam Has Been Confirmed
I just received an email back from one of the gals I mentioned in my previous post. I was pretty sure this was a scam so I asked about this law which somehow bestows upon Thai airline workers visa opportunities even the most connected Thai in Thailand could never dream of. She sent me the message below. Unlike the last post, now that I’m sure this is a scam I have no problem if she ever runs across this site.
Entry and Departure from the Philippines all laws are as of 12/16/07 all laws listed here also apply to Thailand Singapore Taiwan.
1. The Government of the Philippines shall facilitate the admission of United States personnel and their departure from the Philippines in connection with activities covered by this agreement.
2. NO United States military personnel shall be exempt from passport and visa regulations upon entering and departing the Philippines. As of posted date all must also have all documents as any other person entering and departing.
3. The following documents only, which shall be presented on demand, shall be required in respect of United States military personnel who enter the Philippines:
(a) personal identity card issued by the appropriate United States authority showing full name, date of birth, rank or grade and service number (if any), branch of service and photograph; and
(b) individual or collective document issued by appropriate United States authority, authorizing the travel or visit and identifying the individual or group as United States military personnel.
(c) the commanding officer of a military aircraft or vessel shall present a declaration of health, and when required by the cognizant representative of the Government of the Philippines, shall conduct a quarantine inspection and will certify that the aircraft or vessel is free from quarantinable diseases. Any quarantine inspection of United States aircraft or United States vessels or cargoes thereon shall be conducted by the United States commanding officer in accordance with the international health regulations as promulgated by the World Health Organization, and mutually agreed procedures.
4. United States civilian personnel shall be exempt from visa requirements but shall present, upon demand, valid passports upon entry and departure of the Philippines.
5. If the Government of the Philippines has requested the removal of any United States personnel from its territory, the United States authorities shall be responsible for receiving the person concerned within its own territory or otherwise disposing of said person outside of the Philippines.
6. The Government of the Philippines as ordered by the USA Embassy has requested if leaving as and Employee from the philippines a western union receipt must be present to show this transaction was in fact done in order to buy a flight ticket for departure no Exceptions at all! This is if on a B-2 Tourist visa for entry to the USA, All entering the USA must have the minimum of $400 US. Dollars sent from the person to who they are traveling to this is for emergency factors and must be shown for entry to the USA along with original copy of western union receipt. No photo copies will be accepted. All receiving parties must be at airport with photo ID to meet arriving parties Id must be photo type DL prefered and name must match the western union receipt as sent in order for the money to be returned back to the sender.
(a) It is the responsibility of passenger to check in with the US embassy before a period of 7 days. They must at that time present a valid address and phone number to were they will be residing and must check in once ever two weeks afterwords. Failure to do so will be deportation from the USA.
7. A B-2 Tourist visa will be issued to only a Government or Airlines employee of the Philippines and is only good for 10 days to depart to the usa as of above date all others will not be allowed a visa till further notice. All visa”s issued will be in a secure manila envelope with a US department seal attached this seal may not be broken or opened at any time before arriving to customs in the USA, If so entry will be denied ! No Person in the USA can buy a flight ticket for any person leaving the Philippines on a B-2 Tourist visa. It is the Law and responsibility of departing person to buy there own ticket and show proof to who they are going to no exceptions. Law 25534K5690
8. No one shall leave on a flight other than Philippines Airlines on a B-2 Tourist visa it is in agreement with both the United States Philippines and Philippines Airlines. Washington DC. federal law 234R45T445
9. There is no exceptions to any passenger including flight pilots and all employees of Manila or Mactan International Airports
10. No one can pay for anyone’s flight thru the USA. to fly to the USA to them. All must show proof of were or who they go to in order to buy a ticket on Philippines Airlines for entry to the USA this also goes for the USA Military. The airport can only accept Western Union receipt as proof or a notarized signed statement from US Notary of the republic if time allows sent form from person they are traveling to in a sealed notary envelope with safety seal.
Okay, let’s examine this in detail. First off I did a Google on the pharse “Law 25534K5690″ and there are only two search results. That’s a big red flag as either the US government or the Philippine embassy would likely have it on their website and I’m pretty sure such a sweet visa deal would be talked about at great length somewhere on the internet. Second red flag was that one of the websites was a message board asking if this was a scam and he posted the same exact copy as was sent to me. The other link redirected to some health/vitamin store.

If you followed the link to the message board post you’ll note that the effective date of this law is 09/22/07 in the person’s post. So, this pretty much looks like they just change the date and keep the same scam going. And why would US agreements apply to Thailand, Singapore, and Taiwan? The US government has very different relationships with all three countries. Add to that the fact that the girl stressed that since Dec this law only applies to Thai citizens living in the Philippines and things really don’t make any sense.
As someone on the previously mentioned message board pointed out 1 - 5 above are lifted word for word from the Visiting Forces Agreement between the US and the Philippines. Why in the world would they slip in a provision for airline hostesses into a agreement concerning US military personnel serving in the Philippines? Better yet, why hasn’t the Department of Foreign Affairs which hosts the agreement learned that it has been since updated?

Okay, I’m simply not buying that the government of the Philippines would admit that it had been ordered to do anything by the US embassy. What right does the US government have to order the Philippine government to do anything?
It should be pretty obvious that whoever wrote 1 - 5 did not write any of the additional articles. Let’s not even get into the grammatical errors but articles 1 - 5 always reference the US as United States. Article 6 starts referring to it as USA. Oh, and notice how the price has jumped from $300 that the guy on the message board was quoted to $400?
Okay, let’s see if we can’t catch some more errors like the government of the Philippines not capitalizing the name of their own country yet capitalizing “Exceptions” in mid-sentence.
Even if we overlook that neither the US nor the Philipine government would never recommend a specific money transfer agent, I would at least expect them to be competent enough to know it is the proper name of a company and should be capitalized.
